"Alternative Responses to Reduce Instances of Violence & Escalation" (A.R.R.I.V.E) began in 2021 when the Attorney General's Office, in consultation with the Department of Human Services and community stakeholders, piloted an initiative in line with Governor Murphy's vision for public safety in the state-pairing together law enforcement officers,
trained in crisis intervention and de-escalation techniques, with a certified mental health screener and crisis
specialist, to respond to 9-1-1 calls involving behavioral health incidents.

ARRIVE Union County
Union County joined the ARRIVE initiative in 2022 in partnership with Trinitas Medical Center's Behavioral Health Division. As of October 2023, the program operates in every law enforcement agency and municipality in Union County. Officers from any one of the partnered agencies respond to cross-jurisdictional calls for mental health incidents with a Trinitas mental health screener. When not responding to reactive calls, the ARRIVE team performs follow-up management and proactively visits individuals in the community who would benefit from an outreach program.

The program is intended to assist individuals experiencing a mental health crisis in obtaining access to care and treatment in a manner that reduces the risk of injuries during interactions, and the need for force, and addresses racial disparities with respect to outcome.
